Heath Pickerill, Director of Local Technical Assistance Program (LTAP) and Missouri Rural Transit Assistance Program (RTAP), joined Missouri University of Science and Technology in June 2007. He directs the operations and administration of Missouri-LTAP, one of 51 LTAP Centers, and Missouri-RTAP, a statewide training assistance program for Missouri’s rural transit agencies. The LTAP Center at Missouri S&T provides training, information, technology transfer, and technical assistance to Missouri’s local government agencies. In addition to overseeing day-to-day Center operations, Dr. Pickerill guides the development of the Center’s goals as well as plans and implements program activities. He creates strategic partnerships to leverage program resources and develop additional funding sources. Further, he represents the program at local, regional, and national technology transfer events. Dr. Pickerill chaired the 2014 National Local Technical Assistance Program Association conference in St. Louis, Missouri. Dr. Pickerill also teaches as an associate adjunct faculty in the Civil, Architectural and Environmental Engineering department at Missouri S&T while holding a position as an adjunct faculty with Park University in their Construction Management bachelor’s degree program at the Fort Leonard Wood campus and online. He also serves as a faculty advisor for S&T’s Solar House Design Team. He holds a bachelor’s degree in architecture and two master’s degree, a Master of Architecture and a Bachelor of Science in Civil Engineering, from the University of Illinois at Urbana-Champaign as well as a PhD in Human Environmental Sciences from the University of Missouri - Columbia. His previous experience includes consulting work in architecture as well as project management with the U.S. Army Corps of Engineers and the Directorate of Public Works at Fort Leonard Wood. A few of his professional affiliations include the American Public Works Association, Missouri Coalition for Roadway Safety Infrastructure Subcommittee, the Transportation Engineers Association of Missouri board of directors, and the Missouri Association of County Transportation Officials, and Missouri’s State Transportation Innovation Council.
